In the old model (goto.com / overture / pre-panama Yahoo!),  you were kind of stuck because the top bidder got top rankings regardless of how awful their ad may be. Competitors do not spend the time (or apparently have the knowledge) of a very targeted paid search campaign, so it is an area of opportunity.
